Outcome of Expression of Interest: Not shortlisted

Manchester City Council wants to develop a model for civic innovation that will co-create solutions with citizens and services, and provide an opportunity for SMEs to innovate. This will help us solve our problems and create the right environment for digital suppliers to both showcase solutions to us and learn about the challenges we face so that they can better target their services and new digital products to the needs of Local Government.

We want to enable the local authority to use problem-based procurement to encourage innovation, developing a competition within the council to identify priorities and engage services which are likely to include: improving our highways; understanding how people use green spaces and neighbourhood services; and increasing social capital through local schemes for better neighbourhoods.

During the Discovery phase we want to learn from best practice in Greater Manchester and elsewhere and develop a model for running a full civic innovation programme.  This will provide the council with help in identifying and scoping our challenges; testing new procurement approaches; engaging digital businesses, and support the implementation of new digital solutions.
