Outcome of Expression of Interest: Invited to apply

The Homelessness Reduction Act (HRA) has introduced a duty to refer on a number of public bodies (PBs) as well as changing the nature of local connection referrals between housing authorities (HAs).

There is currently no common system between HAs and PBs so the Government has relied on sharing HA email addresses with resultant security risks.

The proposal is to investigate the feasibility of developing a supplier agnostic common secure referral portal that can be accessed by all HAs/PBs. The ultimate aim is to allow suppliers of CRM systems to develop push and pull capabilities to allow referrals to be handled in their own system and then shared securely.

The Leicestershire districts have already committed to investigating the possibility of a streamlined local connection referral system between themselves and so the concept can be tested at a local level engaging a limited number of suppliers. If the principal is proved this could be scaled until all referrals related to the HRA can be made between HAs/PBs regardless of IT supplier. The portal could ultimately replace the current streetlink system for rough sleeper reporting whilst providing better outcome information for Government to support their aim of eradication.
