Outcome of Expression of Interest: Not shortlisted

Tendring Council in partnership with Essex County Council and other partners in the Essex Online Partnership (EOLP) want to improve their capability to support tactical plans for evacuation of vulnerable people. In the last three years Tendring have had to instigate multi-agency plans to evacuate 2,500 homes due to flooding risks twice.  Improving information to the emergency services about people who may be at risk is essential to mitigate risk and protect lives.  This must include address details, and level of vulnerability i.e. bedridden and needs ambulance evacuation etc.

 

Currently Tendring use ESRI ArcGIS to provide geographical data, maps of at-risk flooding areas and detailed street data. To provide vulnerability data Tendring use Careline information and Essex CC use Mosaic.

 

The partnership want to explore the potential for partners to combine vulnerability information onto a secure platform, creating a single accurate data set that will only be accessed by partners in the emergency and support services at the point of need, so meeting GDPR requirements. We also see an opportunity to move away from text descriptors for vulnerability to categories that would be more effective.

 

We believe this project would provide a common solution that would be valuable for other Emergency Plans.
